In Charlotte County, the Clerk of the
Circuit Court serves in a dual capacity as both Clerk of Circuit
Court and Clerk to the Board of County Commissioners. The Clerk
audits, records, and is custodian of county funds. Some of the
functions relating to the administrative responsibilities of the
County Commission include the following:

Prepares and records minutes of all regular and
special meetings of the County Commission.

Attests and records all land conveyances.

Files notices of hearings on bond validation and
records notices of tax levies made on property.

Maintains the official Ordinances, Resolutions and
Contracts of Charlotte County, attends meetings of the Board of
County Commissioners and the Property Appraisal Adjustment Board
to perform such duties as taking minutes recording the vote of the
elected officials an makes certified copies of the proceedings for
interested citizens.

Has custody of the Board of County Commission and
Circuit Court seals and must affix them to any paper or instrument
as required by law.
Florida Statutes
establish the Clerk of the Circuit Court as ex-officio Clerk to the
Board of County Commissioners, custodian of al county funds, and
accountant to the Board.

Responsibilities include cash management and
investments; disbursement of funds; tracking personal services and
construction contracts; payroll processing; accounting for
employee benefit programs; accounting for all revenues;
maintaining detailed records of impact fees and numerous special
assessments.

All potential expenditures are
pre-audited prior to the disbursement of funds. This review
provides assurance that there is sufficient documentation to
support the disbursement and that the expenditure is reasonable
and serves a legitimate public purpose.

Many governmental entities rely upon
their external auditors for preparation of their Comprehensive
Annual Financial Report (CAFR). In Charlotte County, the Clerk's
Office prepares the entire document in-house and is solely
responsible for its content.
