For a number of years now, my office has been a leader in
providing images of court files via an internet subscription
service.
As you may be
aware, the Florida Supreme Court by way of Administrative Order
No. AOSC04-04 dated November 25, 2003 effectively prohibited the
Clerk’s of Court in the State of Florida from providing these
images via the internet.
At that time
the Supreme Court formed a committee to make recommendations
regarding this issue. I was made a member of this committee and
at that time it was my hope that the committee would recommend
to the Court to allow for access to images from court records.
Ultimately,
the committee issued its recommendations to the Court this past
July and although the ultimate goal is to allow images via the
internet, the committee recommended that until such time as
safeguards could be developed to protect confidential
information from being available, the Court should continue with
its current policy as stated in its Administrative Order.
As a result,
I have decided to open our Criminal, Traffic and Civil systems
effective on November 7, 2005 to all without the payment of
subscription fees until such time as the Supreme Court once
again allows images to be available.
